Fire Prevention - Public Education

Our fire prevention bureau exists under authority as granted in Salem Municipal Code (SMC) Chapter 187, Fire Prevention.  This local ordinance established a "Bureau of Fire Prevention" operating within Salem Fire Department.

The Salem Fire Department is staffed by:

Fire Marshal Jeffrey S. Emanuelson

Fire Inspector Robert E. Martin

Records Clerk Debra J. Scafidi

Salem Fire Department's Bureau of Fire Prevention has four main functional areas including:

  1. Fire Prevention
  2. Fire Investigation
  3. Fire Safety Education
  4. Code Enforcement

The Bureau of Fire Prevention is responsible for all plans review (new construction and existing remodels), all construction, final inspections for Certificate of Occupancy, fire alarm and sprinkler system inspections and conducting inspections in existing buildings.  A copy of our Automatic Sprinkler Regulations and Fire Alarm Regulations can be found on these links.  The Town has adopted the 2006 edition of the International Fire Code and the 2006 editions of the National Fire Protection Association Life Safety Code (NFPA 101) and the Fire Prevention Code (NFPA 1) and the 2006 edition of the Uniform Fire Code.  In addition, we have our own Fire Prevention Code (187) and Life Safety Code (216). These are part of the Town of Salem Municipal Code adopted by the residents of Salem.

The Bureau of Fire Prevention determines cause and origin of fires occurring within the community on request of the Incident Commander.  The Bureau, along with assigned detectives of Salem Police Department and occasionally the New Hampshire Fire Marshal's Office investigates all suspicious fires.

The Bureau of Fire Prevention is also responsible for the Town's Public Fire Education Program.  If you would like a fire official to speak to your group or association, please contact Debra Scafidi at (603) 890-2209 or by e-mail.
