2007 Linwood Neighborhood Road Improvement Project
This capital project involves the reclaiming and repaving of approximately 13,000 linear feet of neighborhood roads, approximately 1,200 linear feet of water main, and various drainage and water system repairs/updates.

The project was largely completed in the fall of 2007, however, the Town’s contractor will be back during the spring of 2008 to complete punchlist work prior to contract closeout.

2007 Dawn Street Sewer Extension Project
This capital project involves the extension of municipal sewer from Becky Drive, along a portion of Bridge Street and Stanwood Road up to the top of Dawn Street. The work includes installation of approximately 2,100 linear feet of municipal sewer pipe, service stubs for 24 properties, and pavement repairs.

The project was largely completed early in the fall of 2007, however, the Town’s contractor will be back during the spring of 2008 to complete punchlist items prior to contract closeout.

Residents along the project route have been notified that effective October 30, 2007 the new sewer is available for connection.

If additional funds are available, the project limits will receive a pavement overlay during 2008.



2007 Marsh/Elmwood Neighborhood – Sewer Extension and Road Improvement Project
This capital project involves the extension of the existing municipal sewer along Elmwood, Bodwell, Marsh and Magnolia Avenues, and also extends along a small portion of Bridge Street (between Elmwood and Marsh). The sewer extension was coupled with a roadway improvement project (reclaiming/repaving) to increase construction efficiencies in a neighborhood that was in need of road repairs. The work includes installation of over 5,500 linear feet of new sewer main, service stubs for approximately 80 properties, and reclaiming/repaving approximately 6,000 linear feet of roads.

The project was suspended in December of 2007 due to winter weather. In the spring of 2008 the contractor will recommence construction activity and will complete sewer, top course paving, and road shoulder restoration during the months of April and May.

The Engineering Department will be notifying the impacted residents along the sewer route in the spring of 2008 relative to the timing of sewer availability for connection, along with the steps needed to be taken by property owners to obtain a sewer connection permit from the Town.



2007 Taylor Dam – Training Wall Repairs
This project involved concrete and stone masonry repairs to sections of collapsed ‘training walls’ located below the dam spillway on Taylor Reservoir. The Taylor Pond was drawn down in December 2006 after the issue was identified, and repairs were executed during the course of 2007. The project was completed in the fall of 2007 and water levels were subsequently brought to their normal operating levels.



2007 Wheeler and Millville Dam Construction
This capital project involves concrete repairs to the downstream faces of both the Wheeler and Millville Dams, plus repair/replacement of trash racks and minor gate adjustments at the Wheeler Dam. As of January 2008, the work is largely completed at both dam sites, with only minor items and site clean up remaining to be undertaken in the spring of 2008.

Construction revealed that the gates within the Wheeler Dam gate house had significantly deteriorated, and it was decided that the best course of action was to replace the gates. Funding for the replacement of two of the gates will be considered at the 2008 Town Meeting in March.

This capital project involves paving and drainage improvements on existing gravel roads and includes approximately 4,100 linear feet of roadway. Construction start up in 2007 experienced minor delays associated with wetlands permitting and relocation of utility poles.

In February of 2008, the Town received bids for the project construction, and it is anticipated that the work will commence in the spring of 2008 and will be completed during the summer of 2008.



2007 Upper North Main Street & East Broadway Road Reconstruction Project
This capital project involves reconstruction and drainage improvements on North Main Street (between Evergreen Road and Haverhill Road) and on East Broadway (between Zion Hill Road and North Main Street). The project also includes the reconstruction of Mill Pond Road, and repairs to the North Main Street culvert over the Spicket River (located below Taylor Reservoir). The entire project constitutes approximately 20,000 linear feet of road reconstruction. Construction on this project progressed throughout the 2007 construction season and into the spring of 2008. Final pavement for the project was completed in May and early June of 2008.

This capital project involves reconstruction and drainage improvements on North Main Street between Wheeler Dam Road and Evergreen Road. The entire project constitutes approximately 6,200 linear feet of road reconstruction and drainage improvements. Construction on this project started in the spring of 2008 and will continue into the fall.



2008 Haverhill Road Bridge Replacement
This capital project is the initial bridge to be undertaken replaced as part of the Town’s Bridge Program. The location, Haverhill Road over the Spicket River (adjacent to the intersection of Haverhill Road and North Main Street), has been studied and an engineering design for the bridge replacement has been prepared.

The Town will be soliciting bids for the project during the month of March in anticipation of the 2008 Town Meeting. At the Town Meeting in March, funding for the project will be presented as a warrant article. Subject to the approval of the NHDOT, the project will be eligible for reimbursement of 80 percent of project costs, under the NHDOT Municipal Bridge Aid Program.



2008 Shore Drive – Road and Drainage Improvement Project
This capital project involves the reconstruction of road and drainage improvements to Shore Drive, a portion of Cove Road, and Wheeler Dam Road. This group of roads constitutes approximately 19,000 linear feet of roadway, and essentially comprises the main route along the southerly side of Arlington Pond between North Main Street and East Broadway.

The Engineering Department has been conducting neighborhood informational meeting, and is working with the Town’s consulting engineer to finalize design plans and permit applications.

Funding of the construction project will be discussed at the 2008 Town Meeting in March, at which time it will be decided if funds are to be appropriated for this project. If funded, construction will take place during the 2008 season.



2009 Canobie Phase II – Sewer/Water Extension and Road Improvements
This capital project involves the engineering design and construction of road and drainage improvements, plus sewer and water extension into two separate neighborhoods on the Salem side of Canobie Lake. The work represents the second phase of a program that will bring municipal sewer and water service to neighborhoods in the vicinity of Canobie Lake and will generally encompass the neighborhoods around Lakeshore Drive and South Shore Drive.

The Engineering Department is presently working with out engineering consultant to develop preliminary plans for the project. The engineering work is anticipated to continue through 2008. Discussion of construction funding will occur during the Capital Improvement Plan (CIP) process in the summer of 2008, and if favorably viewed, could be placed on the Town warrant for the 2009 Town Meeting.

Several neighborhood meetings will be coordinated by the Engineering Department in the coming months to inform residents of the proposed improvements.



Salem's Infrastructure Asset Management Software (SamIAM)

The Engineering Department, in cooperation with IT and DPW, will be planning the implementation of Salem's Infrastructure Asset Management Software. Short term goals will include the compilation of roadway, drainage, sewer, and water information for incorporation into the Town's Asset Management Software. Long range, SamIAM will provide the means to inventory, track, and plan, future improvements to and investments in Salem's road, drainage, sewer, and water systems.
