This site has been created for the specific purpose of supporting our fundamental belief that it is our responsibility to provide services second to none for all the citizens of Salem. Our ability to achieve quality results in all facets of public service is built on the premise that improvement can only be achieved with continuous commitment over time. Each employee comes to work understanding their role in creating an organization that can achieve extraordinary goals. It is in that spirit that we promote the quality of life that our residents have to know and expect. In keeping with principles outlined above, the Town Manager oversees all the day-to-day Town operations, insures financial stability, fosters sound financial management practices, facilitate strategic planning for future growth and development as well as operational efficiency, and maintains the Town's overall commitment to providing high quality, second to none services to the Salem community. As Chief Executive for the Town, the Town Manager is the responsible for all Town employees and acts to appoint, remove, and fix their compensation. The Town Manager is responsible for the proper administration of all the departments of the Town, carrying out policy decisions of the Board of Selectmen, and overseeing all property, real and personal, owned by the Town. The Town Manager is responsible for all contracts made by the Town. The Town Manager keeps the Board of Selectmen informed of the Town's needs and ongoing conditions, and make reports as may be required by law, or requested by the Board, or judged necessary by the Town Manager. The Town Manager takes part in all discussions that come before the Board of Selectmen, but acts in a non-voting advisory capacity. On an annual basis, the Town Manager provides to the Board of Selectmen an Operating Budget, including a long-range Capital Plan.
